подскажите пожалуйста, когда следует менять размер кода сжатия в алгоритме LZW 
с переменным размером кода?

привожу фрагмент программы, с подробными комментариями.

программа работает с 256-ти цветным gif'ом, поэтому код сжатия изначально равен
 StartCodeSize+1
